Redirect from 'latest' is incorrect

The redirect from https://github.com/containernetworking/plugins/releases/latest/download/cni-plugins-linux-amd64.tar.gz
points to the right directory but either the redirect is missing the version number on the end of the name or the build isn't putting the file in the correct format.

Either way that URL does not point to the right file.
