Testing Farm GPU-enabled runners cannot be provisioned #4128

Bug description
There are two options for provisioning runners with GPU support, as documented here:
https://docs.testing-farm.io/Testing%20Farm/0.1/test-request.html#gpu
However, according to this status issue, one of the options is currently unavailable:
https://status.testing-farm.io/issues/2025-05-05-nvidia-v100-gpu-not-available/
The second option also fails to provision and ends with the following error:⚠ Guest couldn't be provisioned: Artemis resource ended in 'error' state
