Random port issue when running app rootless.

I posted this issue twice earlier, but back then I waited for netavark.
Now with netavark the issue remains and I discover that this issue seems to occur only when running rootless regardless if multiple apps are running or only one.

Is my configuration wrong?
Is rootless designed to assign random ports?
Is this due to the app?

The random port error.
