Podman windows and Kind

HI, love podman, and hoping to see it do more in the Windows world. The windows Podman is amazing.

I have wanted to have a Kubernetes cluster that can work in the WSL2 world, and KIND with podman support looks to fit the bill, but I have tried and not been able to get it to work :(

1. Built a rootful podman machine (podman machine init --rootful)
2. Started the machine
3. Tried to build a kind cluster with podman experimental support enabled
