system reset required for moving from FUSE to kernel overlay mounts.

Is it still the case on podman 4.x that we need to use system reset to move from fuse-overlay to using the kernel support? As documented here a few years ago.

Spent a good bit of time trying to re-import all my devcontainers, and it is turning out to be a lot more complicated than I'd first hoped. Seems a lot for a flag in the configuration, was wondering if there's a way to sidestep around this now in the master.
