How can i mapping uart port from window to container

The host machine is Window.
When i plug in one usb uart device, i can see the uart port on window device manager, eg, COM3.
So i want to map the uart port to container, so that i can use the uart device.

I know how to map if the host machine is linux os, but i don't know how to map because the host machine is window os.
can you tell how map in detail steps?
