Fallback to git tag if no version in package file

**Describe the bug**
I have a frontend project with package.json file, but it doesn't contain a version field.

**Current behavior**
`tagging release undefined`


**Expected behavior**
It should take current version from a git tag instead



**Environment**
- `standard-version` version(s): 9.3.2
