I made it working, you have to use following:

- uses: convictional/[email protected]
          with:
              owner: xxx
              repo: xxx
              GITHUB_TOKEN: xxx
              workflow_file_name: xxx
              ref: xxx
              client_payload: '{ "input_item" : "value" }'
