How to work maxWaitingClients?

I don't understand how to work maxWaitingClients and then I diceded to ask here.

Is it mean we have requests for every connections? For example 1 connection = 200 requests(maxWaitingClients).

If do I have more requests I will change connection from another connection. For exampla, 1 connection has 200 request then 2 connection get 201 request.

I want to more details how to work?

I think it's specifying the maximum of clients allowed to wait for .acquire at the same time
