Copilot Coding agent isn't responding to filed issues

Describe the bug

I filed quite a few issues against Copilot today, and it's not responding to them. For example:
Azure-Samples/ai-quality-safety-demos#6

If there's something wrong with my repo configuration, it is unclear. I poked around the settings a bunch and didn't see anything obvious.

Any idea why Copilot agent isn't responding to those issues?
