* Update Jenkins Plugins to Resolve Dependency Issues

The update of five plugins seem to be having issues from the update list,
the below plugin versions seem to run into the dependency issues :

Updated Jenkins plugins to specific versions to resolve dependency issues.

The final updated list of plugins would be
splunk-devops-extend:1.10.2
splunk-devops:1.10.2
jms-messaging:1.1.28

Each plugin version was tested and verified to work without introducing
any dependency conflicts.
