common.yaml: only inlude WALinuxAgent-udev in x86_64 and aarch64

This package now has dependency issues that are arch specific so the
package is being removed from s390x and ppc64le repos[1]. This package
is only installable on x86_64 and aarch64 anyway, so let's change this
for all variants now.
