[Bug] VOI LUT Sequence is not applied

Describe the Bug

I have dicom files (MG) that includes VOI LUT Sequence (0028,3010). Cornerstone is not applying it. All files includes VOI LUT Sequence.

Steps to Reproduce

1. Render dicom file with Cornerstone3D

The current behavior

Rendered with Cornerstone3D V4.

The expected behavior

Rendered with another viewer which applies VOI LUT Sequence.
