0.22 release

Hey,

We're having troubles in using Xvec in latest environments due to the current pin in rioxarray. The 0.21 release has upper pin on xarray version but that version is not compatible with pandas 3. So any new env Xvec is using that relies on rioxarray comes with older xarray and incompatibility with pandas, breaking our zonal stats tooling. I've noticed that the pin is gone from main, so I was wondering what are the plans for 0.22 release? If it comes soon, I'll just wait. But if it should happen later, I might need to do something about Xvec, which I'd like to avoid. Thanks!

I was hoping to include the second half of #882. However, I think rioxarray is in an okay state to do a 0.22 release soon even without that.
