Add a task to merge test branch on iblscripts

Currently we have to manually merge changes on iblscripts when merging into ibllib.  This could be streamlined:
1. user creates feature branch on ibllib
2. user create branch with same name on iblscripts
3. when tests passing and ibllib feature branch is merged, automatically merge test branch on iblscripts
