Add the synchrotron proton to the models available for fitting

Despite having been introduced in #132, proton synchrotron cannot be used in a fit.
This issue is a reminder to add the proton synchrotron scenario to the list of fittable models (i.e. to the sherpa and Gammapy wrappers).
