Remove `ConsumerRewardsAllocation` state

Problem

As part of #2309 we stop using the ConsumerRewardsAllocation state but intead use the ConsumerRewardsAllocationByDenom. During the v21 upgrade we might want to remove everything stored under ConsumerRewardsAllocation state.
