This work documents an operationally reproducible observation:
deterministic operators constructed from prime number arithmetic,
without direct reference to the non-trivial zeros of the Riemann zeta function,
exhibit spectral statistics compatible with the Gaussian Orthogonal Ensemble (GOE)
when observed at an appropriate structural scale.
The repository preserves the mathematical exposition,
fully reproducible computational notebooks,
and executable demonstrations supporting this phenomenon.
