WIP: this is just a rough initial implementation so that I could get the POC for optimized routing in gocbcoreps working.
To implement optimised routing we need CNG to be able to service watchRouting requests. This PR minimally implements watch Routing by having it just return the information on which vBuckets are local to each cluster node.
