Pathway to going Stable

Covert has passed a point where we need to start freezing parts of the specification, or at least try to retain compatibility, to pave way to a stabilisation period and then eventually to a solid 1.0 release (estimated for Summer 2022). This discussion tracks the (rough) plan to get there, and the version numbers after which each part should no longer see breaking changes, although no guarantees are made until 1.0.
