Merge remote-tracking branch 'old-lwg-issues-repo/master'

Merge commit from https://github.com/lwg/issues just so that GitHub
stops showing that https://github.com/cplusplus/LWG/ is behind its
original upstream.

No change to the content, because resolving the conflicts was done by
restoring the original content of this branch, discarding the content
from the old repo.
