[Bug Note] Outline plugin removed or hid buttons from the Rich Text editor toolbar

Unfortunately I'm not exactly sure when or how the bug occurred, I just noticed all of a sudden that the Bullet List, Numbered List, and Checkbox List buttons were no longer visible or selectable. Selecting the Markdown editor would reveal them, but going back to Rich Text editor would remove/hide them again. Restarting Joplin did not fix it. Disabling the Outline plugin showed them, and turning on the Outline plugin didn't take them away this time.

Is it possible that you were running into this issue? laurent22/joplin#12198

When you do things such as the following:

• Switching between markdown/rich text editor
• Opening Tools | Options

It causes icons in the Rich Text editor's toolbar to get shoved into the overflow (three dots) menu, even though there's plenty of room to display them (and they were being displayed prior to doing one of the above actions)

Having a panel plugin on the right side (such as outline) seems to exacerbate the issue
