Disable the sites dropdown if only one site available #16526

If a user's permissions only allow them to access one site, adding the dropdown here may be misleading but also needless UI. 
Would be a much cleaner experience if this wasn't a dropdown if it wasn't needed. |

This can also be worked when the sites dropdown is in the header:

We have a platform with around 16 sites, but most of them are operated by one person and these options are taking up valuable UI space and has caused some questions around it's purpose for our authors. Is this something that can be discussed? |

Just resolved this for Craft 5.9 (14ee192). Going forward, site menus will only show if there’s more than one available option, for the most part. There are some exceptions, e.g. element edit pages, because it’s possible that an element will go from one editable site to multiple over the course of editing it, such as when adding a new site to an entry in a section whose Propagation Method is set to “Let each entry choose which sites it should be saved to”. |

I've also noticed that the spacing on the right side could potentially be bumped up a little bit to look more balanced? Below is a little before and after where I've added 10px padding to the right side. To me, it just looks a little bit more even.
