Should editability conditions on matrix fields affect fields in contained entries?

The fact that Editability conditions on matrix fields are setting edibility for nested entries seem counterintuitive to me - it should only affect the edibility on the actual field it is applied to, no?

The way it is set up now seems to limit the functionality as we can't control edibility of fields in nested entries if the actual matrix field is non-editable.

Creating an issue for this instead - I believe this is a bug.
