Add a method to get enabled and available payment gateways based on the order/cart meeting the gateway rules/conditions

Looking through the docs, it appears there isn't a method available that returns the gateways that can be used for an order based on gateway conditions.

I've used the demo templates from the Commerce repo for this example, to hopefully make it easier to follow.

For example, we have a Stripe gateway where we only want to have it enabled when the following field is set on the order:

So if we use getAllCustomerEnabledGateways(), (which seems to be the only method), it returns the Stripe gateway even though the condition isn't met for this order:

If we select Stripe, we then get this error when loading the gateway as the conditions are not met:

Hopefully, that makes sense.
