[Feature] display a message when no resources are found matching the filters

Problem

When a user selects various filters from topic, medium and language, there is a possibility that none of the resource match the selected combination of filters. In this case, the user can get confused as nothing shows up on the screen.

Description

A text message should show up. which describes that no resources matched to the selected filters so the user knows it is not a problem in his machine that nothing is showing up.

Additional context

For example, this combination of filters: a website about licenses in arabic language
