is check-after/check-before related to restic-check command ?

Going through docs,

check-after Check the repository after the backup command succeeded

The “check” command tests the repository for errors and reports any errors it finds.

So are they same thing, [check] subsection being more customizable?

check-after (and check-before as well) does indeed use the configuration from the check subsection to run the restic check command.
Setting these values to true mean you don't have to run resticprofile twice (resticprofile check and resticprofile backup all in one)
