Support CURIE-style CRS in bbox value

Description

If a bbox is provided with crs: "[OGC:CRS84]", it won't be recognized since the [] are passed literally to the owslib definition.

However, if passed as OGC:CRS84, it is able to resolve.
The value should be passed to weaver.ogc_definitions.normalize (in #870) or perform the pre-cleanup.
