Please port to python3

pymilter has been available for some time for python3 and it's not that long until python2.7 goes out of security support upstream. It would be nice to see this in python3.

I have done some code modifications. It starts with Python 3 now. Needs testing now. Consider it as alpha version

How is this going? Debian has just released buster and the next release is planned to be without python2. vrfydmn is the last python2 user of pymilter.

I don't have a good environment to run the git version of this, but I looked at your changes and they seem fine. I've done two python2 -> python3 milter ports and the only tricky parts are around bytes/string in the message body, which doesn't apply to your milter, so I think it's as straight forward as it appears.

according to https://pythontut.com/xrange the xrange function was renamed to range
