Update .cicd submodule: fix tag detection in workflow_run context

Updates wamp-cicd to edc6ffa which fixes a bug where identifiers.yml incorrectly
detected tags in nested workflow_run context, causing nightly builds to be
classified as stable.

This fixes the issue where release-post-comment.yml reported release_type='stable'
while release.yml correctly reported release_type='nightly' for the same commit.
