Documentation on base and name field

In the example I found this comment:

- name: bucketACL # resource name matches the one from function-go-templating setResourceNameAnnotation above, no `base` specified

Could you add some more documentation on base key, when to include it, when to omit it, and what it does exactly? Also why does the name field has to have the same value as in the previous step? Unfortunately I couldn't find any more documentation on these two.
