Usage metrics: Add option to not send them to CAPI

Currently, usage metrics are always sent to CAPI, without a way for the user to disable this.

We should add a flag to disable sending them (this flag would only control the push to CAPI, LP->LAPI will still be always enabled so that the metrics are available in cscli metrics and cscli machines inspect)
