Optimisation on -s option #28

Hi,
It seem that when we use the -s option the bouncer will try to remove all the old configuration on CF side, and reconfigure everything.
Problem this is very slow, and we don't get a lof of information.
When using the -s option, the bouncer should try to only create missing configuration (lists, filters, rules) based on the local cache to compare what exist and not.
And switch the actual behavior with the --force option, this will do the same as actually and try to reconfigure everything.
