[captcha]: add custom captcha provider

Following traefik remediation design decision to add a custom captcha provider in their case (https://github.com/a-ve/wicketkeeper).

We should follow their design of the implementation of the custom provider and provide it as an option to users here as we understand users may need a GDPR compliant / EU compliant provider.
