Allow user to manually specify a link to a CI build

We already allow to register a workflow that has no workflow testing metadata. These workflows are visualized as "empty" rows in the web app. It would be nice to allow users to manually add a link to a CI build for such a workflow, e.g., by clicking somewhere on the empty row.
