Roihu updates: Disk areas

• ProjData -> new disk area, new project type for use cases that need to store data on Lustre for longer
• Otherwise: Home, scratch, projappl
• Disaggregate NVMe capacity -> new feature, let's see how visible the change is to users
• All nodes have small local disks. For storing temporary files, no high-performance I/O
• Importance of data management, disk on Roihu is smaller than on Puhti&Mahti combined. Highlight that scratch is really only for active data (preparing job inputes, writing output etc.) Not for storing data.
• Default quotas will change, and possibility to get extensions will be more strict
