Moving projects

Currently experiments and registered models are attached a tag with the project path as value.

This introduces a problem, when a project is moved in GitLab on the side of MLflow the experiments and registered models become always hidden, because the project path no longer match the one saved.

I had to connect to the database to correct the tags with the new paths, but this is a crude workaround...

We could use the project ID instead of the path, it does not change when moving the project.
