Add !trainhat command

Allow a moderator or the broadcaster to execute !trainhat to run a service in the background that will take snapshots once every minute for 15 total images and add them to the custom vision AI.

This way we can retrain the bot in 30 minutes with a brand new hat

We should also have a !trainhat stop configuration to stop the service
