Add option to minimize previous comment

I'd like to have the ability to have reports always post comments to my PR so that I get notifications when new test results are available, however, these clutter up the PR. It looks like through the GraphQL api, there is the ability to minimize comments which helps reduce the clutter. I typically do this manually which then looks like this.

I like this idea.

always-latest-comment input will ensure the comment is always latest, and delete previous comments. This may help with the clutter in the meantime.

I'll consider for next release a minimize / mark as outdated option
