[SegmentedControl] - Fix responsive resizing #1265

Describe the bug
If you Include larger tabs words like Ingredients and How to use. The tabs gets bugged when resizing for example from desktop to iPhoneX using chrome dev tools, or just shrinking the screen. It does works well after browser refresh so my guess is that it has to do with the useEffect and targetRef logic.
