systemctl enable does not cause the replicator to start at boot time

systemctl enable cvmfs-snapshot does not seem to do anything; a status still shows it disabled, and a reboot does not start it.

Today after two different reboots we had to do systemctl daemon-reload before systemctl start cvmfs-snapshot worked. One time systemctl status cvmfs-snapshot told us we had to (I think because @zvada had removed @bbockelm's workaround override.conf), but the other time it didn't tell us anything, it just didn't start the service until after doing that.
