It is hard to find any API description and comment information for Tcl.js.

Sadly no docs yet :(

Closest thing to documentation currently is test.js which illustrates the interface between Javascript and Tcl, and demos/parser.html, which illustrates working with the parser. There are also node.js scripts in static_tools, mainly using the parser to do things like producing callgraphs for a set of Tcl files. They're a bit nasty to read though - the output of the parser is not pretty.
