if using an HPC resource with allowlist, add user info to SBATCH script

Depends on #127 #128 and #129 , but basically if the HPC is one with an allowlist, we need to add the user information we have on them (submitted when asked for approval, likely ACCESS ID) to the SBATCH script. This is to ensure that any malicious/suspicious activity can be easily traced back to a real person by the HPC admins.
