Good evening,
As you may be aware, DHS recently announced a new voluntary Workforce Transition Program (WTP) to streamline operations in the federal government pursuant to Executive Order 14210 and OMB and OPM’s guidance. As a reinstated CISA probationary employee, you are eligible to participate in WTP based on one or more of the following criteria:
• You completed or will complete your CISA probationary period by April 28, 2025.
• You were a federal employee prior to joining CISA who previously completed a probationary or trial period.
• You have prior federal service of 1 year (competitive service) or 2 years (excepted service) prior to joining CISA.
WTP is comprised of three voluntary programs. You may participate in all or any combination thereof, understanding that each option has its own set of eligibility requirements.
1. Deferred Resignation Program (DRP)
This program offers employees a structured and supported path to transition from DHS. This option allows eligible participants to take administrative leave through October 4, 2025. For further information, please see the attached DHS DRP Agreement and FAQs.
2. Voluntary Early Retirement Authority (VERA)
Under 5 U.S.C. §§ 8336(d)(2) (CSRS) and 8414(b)(1)(B) (FERS), VERA allows eligible employees who meet certain age and service requirements to retire early. This option helps employees who are ready to retire with an immediate annuity.
3. Voluntary Separation Incentive Payment (VSIP) pending OMB approval:
Often referred to as a “buyout,” this option offers a lump-sum payment of up to $25,000 (or an amount equal to severance pay if lower) to an employee to separate voluntarily.
The deadline to opt-in to WTP is April 28 at 11:59 p.m. ET. If you are interested in applying for DRP, VERA, and/or VSIP, please complete the attached WTP Opt-In Form and a signed DHS DRP Agreement and return it via email to cisawtp@mail.cisa.dhs.gov by April 28 at 11:59 p.m. ET.
If you choose to opt-in, a CISA OCHCO representative will contact you regarding next steps. Please note, participation is not finalized until an agreement is fully executed by both the employee and CISA.
