possible memory leak

We have a workflow example which appears to trigger a memory leak in cylc-flow. It also results in high memory usage in cylc-ui.

It is possible that the root problem is the same (and can be fixed cylc-flow side), however, it is also possible that this is revealing a separate cylc-ui problem.
