Enhancement - Save Node and Edge Tooltip Properties

## Description

A feature proposed by @swanhl , the node properties and edge properties toggle values should be stored within the JSON for the following use cases:
- Load the node or edge toggle properties from the saved local file. 
- Allow data scientist to change the settings thru the json file.
