Old link to circle.yml in documentation

Description

The links to circle.yml are outdated on https://docs.cypress.io/cloud/features/smart-orchestration/parallelization

Steps:

1. https://docs.cypress.io/cloud/features/smart-orchestration/parallelization#Without-parallelization or https://docs.cypress.io/cloud/features/smart-orchestration/parallelization#With-parallelization
2. Click the link to circle.yml
   Expected Latest version of circle.yml
   Actual An old version of circle.yml

I don't think I can assign myself to this issue but I will try to sort it...

The whole section needs reworking as it is referring to a 6 year old example. It's not just the one link that you pointed out.
