What does the backlog issue tag mean?

There is an issue tag "stage: backlog" and when you hover over it the tooltip says "Prioritized to be picked up in current sprint".
The tag often gets added by a bot but I don't see an obvious pattern to the criteria that it uses.

It seems like the text "Prioritized to be picked up in current sprint" is not accurate.
There seem to be a lot more tickets with that tag than would fit in a sprint (with my assumption of the size of the dev pool) and some of them have seen no action for a long time since they were assigned the tag.

It's totally OK if these things aren't a priority, but maybe the tag descriptions should be changed?
