How to run custom list of spec from cli and how much command string CLI supports

Hi Team
I have a question say if I have a list of test cases failing do i want to run all of them
in CLI generally, we will add like

npx cypress run --spec="..path/test1.spec.ts, ..path/test2.spec.ts, ..path/test3.spec.ts ............path/test1000.spec.ts"

now this command may be of 1000 lines
so
Question is

1. is cypress supports this many no characters in a command?

2. is there any way where we can run specific test cases which are there in any text file or dictionary?
