Flaky tests using cypress:run on CI, open works fine - page did not fire its load event

We run cypress tests on Github Actions and we are seeing random tests fail due to the page not load properly. Usually it's not the first test, often it's the second or fourth test (but they don't do anything special...)

• We have already increase the pageLoadTimeout.
• We have disabled loading any external resources like .js or .css that would be relevant for page load
• Using a regular browser I can see the page load even is triggered almost immediately after loading up our page
• Cypress open works fine
• We are using Chrome, it is worse when using Electron
• We are using the latest Cypress 12.9.0, this issue exists for quite some time.
• We recently started doing more indexeddb handling in our website and Cypress became more flaky.

Any idea what might be the culprit?

Your page did not fire its `load` event within `150000ms`.

You can try increasing the `pageLoadTimeout` value in `cypress.config.js` to wait longer.

Browsers will not fire the `load` event until all stylesheets and scripts are done downloading.

When this `load` event occurs, Cypress will continue running commands.
